The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for:

Waiting Room Renovation at the U.S. Consulate General
in Edinburgh, Scotland

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract, On behalf of the U.S. Embassy London, Facilities Management (FAC/MGT) Office, England, U.K.

The United States Consulate General Edinburgh, 3 Regents Terrace, Edinburgh, Scotland, forms part of William Playfair’s New Town designed in 1825 and built between 1826 and 1833 with
subsequent alterations. The terrace is Category A‐listed and forms part of the Calton A‐Group.

This project includes, but is not limited to:

•Relocation of consular teller windows
•Construction of two privacy rooms (one on each side of the teller window)
•Construction of new wheelchair accessible restroom on the public side of the Consulate
•Improve/renovate the accessibility to the building by the public
•Renovate/extend the waiting area room area
•Install a new mechanical and ventilation systemA pre-proposal conference, and visit to the site, is tentatively scheduled in July 2022, actual date shall be determined. The estimated price range for this project is between $500,000.00 and $1,000,000.00 U.S. Dollars for the entire project. Proposals will be due in August 2022, and it is intended to award the contract shortly thereafter.

Business Licenses to Work in Foreign Country: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) you will be required to provide written certification that authorization to operate and do business in Scotland, U.K., has been obtained.

The website compiles standard information such as company legal name, street address, contact information, and what kind of goods and services it offers.

To register in SAM, a DUNS number and a NCAGE code are required. If you do not have this information, it will have to be obtained before registering. There is no cost involved, neither in obtaining the numbers, nor registering in SAM.

Interested parties are strongly encourage you to register their business as soon as possible to avoid any delay in making an award to the successful bidder. Please note individuals are exempt from SAM registration.
