Employment Length:
This is a temporary appointment to cover maternity leave, anticipated to end February, 2018. The end date of this appointment will be contingent upon the return of the permanent incumbent to this position and may end before the date stated above.

 

At the hub of the Embassy is our dedicated Information Management Technology Innovation Office (TIO), providing first-line technical support for the whole organisation. They provide a first class support service for our Embassy team comprised of over 1,000 employees working for many different US Government agencies – the clients.

TIO is searching for a talented Application Developer/Database Administrator who enjoys being at the forefront of exploring and providing innovative information technology solutions for a diverse Diplomatic Mission client base.

In this position you can directly contribute to U.S. diplomacy in the UK, working closely with a wide spectrum of sections and Mission employees.  This is an extremely varied role which will require a self-starter to take on a key position in TIO to proactively explore new technologies, including hardware and software solutions, and emerging tools to determine possible applications within the Embassy’s application frameworks. This position will also entail modifying and enhancing existing bespoke systems according to client requirements and playing a pivotal role in the Embassy’s mobile computing environment, specifically in support of high profile VIP events, to include Presidential and Congressional visits. Database administration will also feature in the core responsibilities of this position, with the incumbent ensuring that applications are functioning properly and efficiently within Diplomatic Security (DS) standards.

QUALIFICATIONS REQUIRED

EDUCATION:
Bachelor’s Degree in one or more of the following subjects is required:  Computer Science, Information Technology, Information Systems, Software Engineering, Computer Engineering, Business Administration, Public Administration, Network Engineering, or Mathematical Sciences.  This may be substituted by holding a current Microsoft Certified Database Administrator (MCDBA) certification or Microsoft Certified Technology Specialist (MCTS) certification.

EXPERIENCE:
Experience programming web pages and developing applications using ASP.net and SQL is required. Development of InfoPath forms and prior experience with MOSS 2010 is required. Experience with Windows Server 2003, 2008 or 2012  and SQL Server 2005, 2008 or 2012 is required.

LANGUAGE:
Must have level IV (fluent) in both written and spoken English is required.

JOB KNOWLEDGE:
Professional-level knowledge of the following software development components is required:  .Net technologies (ASP.Net and/or VB.NET); Structured Query Language (SQL); Internet Information Services (IIS); JavaScript; Hypertext Markup Language (HTML); Cascading Style Sheets (CSS); JQuery, Angular JS,Visual Basic for Applications (VBA); Microsoft Access; Microsoft SharePoint (MOSS) 2010 and Microsoft InfoPath.  In addition to programming, this position must have a thorough knowledge of current computer operating systems (Windows 7), applications (to include Microsoft Office, Project and Visio), and Web development.  A thorough knowledge of systems analysis and design techniques using .NET Framework, ASP.NET and SQL is essential.  Basic knowledge of network engineering, telecommunications methodologies (i.e. network security) are also required. An understanding of application support and troubleshooting, and customer service is required.

SKILLS AND ABILITIES:
Must have strong customer care abilities and a flexible approach to solving problems. Must maintain effective work behavior in the face of setbacks or when working under pressure. Must have excellent administrative, organizational and time management skills in order to complete projects on time. The incumbent must have a proven ability in installing and troubleshooting applications and other systems software with the ability to design, install and maintain applications and system hardware. Finally, the incumbent must be highly skilled in generating reports required by senior management
